I wouldnt say this is representative of their true pace, both drivers had battery issues that absolutely tanked their pace after Q1

In general sure but this weekend it clearly is not the 4th fastest. Leclerc would've been even more ahead of Piastri had they not been hampered by the deployment problems.

Ferrari have build an amazing chassis if they are able to beat all the other team that use Mercedes PUs with extra horsepower, including McLaren.
I believe they already pass the test if they are in 16.1 cold or hot and this is the trick but all the other manufacturers loose logically compression in hot conditions which is the normal way engines work. How to mitigate this? Also I doubt it's the extra horsepower, the W17's deployment and recharging capabilities should be taken notice by all plus they put 8 tenths on the leading Mclaren.
