Well apparently it was Daly who recieved a 10 place grid drop for Valencia for this accident and not Suranovich. Thats surprising frankly. Might be for taking out his rear wing in the first place.
The way I read the article, it sounds like Daly mainly received the penalty for the earlier collision and continuing to be aggressive enough to risk another accident (which ended up causing a red flag). Suranovich was already excluded from the race results, so they were both penalized (perhaps unbalanced according to your point-of-view, but still penalized).
