It is possible to have a qualifying setup by optimising the suspension/aero for the tyre temp on the second lap out of the pits.

Im not sure if I would do that because your whole race would be compromised to some extent. But it seems to be working if you compare the results of the teamates.

But then again Ralph seems to spend more time off the starting grid than anyone else.

ralph seems to be having better race pace then trulli.. maybe hes setup is more towards the race.. i think one reason for this is he has not been that good in the 1 lap qualifyin

Sometimes, position and general race strategy can be as relevant as outright pace. It is not impossible to conceive that this is Trulli's strategy. To set the car up for a spectacular qualifying position, but to compromise on race pace. And there is a great advantage to starting up at the front.
