“All the teams were prepared to agree the bodywork changes and tyre regulations contained in Package 2. However, opinions differed on the engines. The closest to the necessary 8 out of 10 votes was at the meeting of September 6, 2004, when the TWG voted 7 to 3 in favour of the Package 2 engine rules.”

When spokesman of 9 teams makes press release and says that 9 teams were against no tyre change than I believe 9 teams. They are in war so I'm not buying what Mosley's web site publishes.

From an outsider's perspective, I would love to see how the decisions were allowed. It appears to me that Mosley put forward three proposals, and the teams had to vote on only one, with no option for a mixed compromise. So politically, a team could appear to contradict themselves, but under the circumstances of the dieisions Max allowed them, they had to pick what they thought best, and probably, it wasn't exactly what they wished.
