Maybe this is time to compare Honda engine with the 2018 Redbull chassis within possibility. They can see it on track what they could do if the car were equipped with the honda engine. (There is a flaw at this theory. They will use 2019 Honda engine.)
I think Redbull didn't send Toro Rosso only parts. Unused or still usable parts remained from last year and moulds etc for building remained part of 2018 car or producing extra parts that TR will need during season. Maybe extra moulds of finished parts of 2019 car (engine installation department of car needs new parts )
Toro Rosso must produce its own parts. Redbull won't waste time to produce it for Toro Rosso too
