That is a good point. Budget cap may not be as limiting as we think if teams such as AMR or Ferrari are continuously trying to poach big engineers from rival teams. It just takes a bit of financial wizardry in the style of sailboats, WEC, catering or Advanced Technologies

Biggest barrier is probably just learning a new language, even if it's not far off from french
