I love all of your ideas except for number 7.
Having Twin Turbo V10's with Slicks and other suspension, aero and electronic goodies would bring Formula 1 to a WHOLE new level.
What would make it interesting is that:
1. Manufacturers wouldn't be able to maximize everything right away, so there'd be different ways to get the car to go fast. Everyone could take different approach and still end up with an equally fast car.
2. The cars would be SO FAST, the drivers wouldn't even be able to maximize the car's potential. That would seperate the "men from the boys" on the track.
3. Like you said, it'd bring TONNES of innovation into the fold.
Unfortunately, this would lead to costs SKYROCKETING out of control. LOL But that's what Formula 1 is all about!
They should do it!
