More likely inspired by ship bow bulbs that are meant to generate an offset wave from the main hull, via low pressure zone, which is then going to cancel out the hull wave and reduce resistance. This might make sense but I'm not sure exactly how it would apply as the point of the bulb is to be just below the water line, if it were above it, you would have a wave generated by it and no wave from the hull, so no cancelling out.
If this applies here then it probably would be to reduce the turbulence of the air going above the venturi mouth and reducing the drag generated by it as well, in the process it should reduce stagnation in front of the fins since there's less pressure behind them.
This is all speaking from ignorance fundamentally, but with some logic applied.
