I don't recall tyres affecting the rear wing size. They couldn't use the Baku rear wing any more after the tests were clarified. Zak admitted as much during the race.
I think the remaining races will show if they are affected or not. The only thing that strikes me as odd is that McLaren didn’t seem to be affected at all by degradation during the race compared to all the other teams. Don't forget Mercedes were also accused of in "watergate" and they haven't been affected. Also don't forget that there was NO PROOF of any team actually doing what Red Bull accused them of.....in fact the only team we KNOW ever did it WAS Red Bull in previous seasons (by their own admission).
I was sure they were, but I have to admit that I can't now find any articles to back that up. That said I can't find any articles mentioning any of the other teams that were accused, so the only place it could have been would have been during live coverage. Maybe I'm wrong.

That is impressive but first half of the season, redbull clearly no1 car. Second half mclaren was better car but ferrari and mercedes were best cars at some weekends. Therefore, that helped to Max also
