They could be new parts for further reliability or modifications to accommodate aero/chassis developments. If they don't bring the next spec to the track today, then it means it's not ready. No point in bringing an engine you're not 100% sure of, only to loose several hours of valuable track time replacing it. They must be sticking to a strict, rigorous, detailed and probably timed program to ensure it's reliability. It's introduction is more or less an audition for getting the Red Bull deal for 2019.
The key word I saw from Honda was "ideas". They said they were going to try some new ideas with the PU. It's possible they may be trying a completely different Energy solution? So how the battery and the two motors deploy and recover. And with Tanabe saying it isn't so much a new spec PU, it makes me think this even more. It's more or less a strategy change?
That's what I was thinking too.
