Here's the best image I could find from day 1 of the leading edge of the floor. Right click to make big...

Is it part of the crash structure or purely for aero purposes?

Why is it fat? I'm guessing make the front edge round has it's benefits, just like the front edge of a rear wing, attachment underneath.

Would be a good place for ballast as well.

Also i'm pretty sure there's a mini barge board behind the main one right in front of the floor, we just need a more top down image to see it.

Are Williams the only ones using a flat top shark fin? I can`t recall seeing any others with a flat surface going back from the air intake/roll hoop.
Seems they are using vents (side of the drivers head) on one side only as well. Hopefully this car when fully spec`d up gives the others a run for their money on high speed circuits...

As has been said before, the flat top shark fin suggests Williams might be going to run a chimney type air exit the same as Merc.
