Yes, that was the only reason. They need a fresh as possible engine in Japan.
Also, if you start on the back, there is more chance of an accident causing damage on the PU, and then you've to take penalties again. Better to try it with STR, and for RBR only taking the PU to the pool. And then use it at full at Monza without penalties. Anyway, it was the first race of Albon with the RB15 . Giving him an older less powerful engine, it's a way to test what he can do. They are still finetuning the spec4 Engine (or final testing that shining new weapon in your analogy).
Preparing everything for that event even including a "Suzuka Special" cocktail from ExxonMobil.
Give them time, so far so good Honda's & RBR strategy and tactics have worked out fine so far.
I kind of think this what they are doing. Max is playing down any sort of performance for Monza, actually saying it will be a struggle. Mercedes is saying the same. Not suggesting they'll be the fastest, but I suspect stronger than they are implying.. they haven't been significantly down on power for the last 5 or 6 races and now with an introduction of a shiny new engine that is supposedly the biggest step forward for the year, they are talking like they are completely and utterly screwed. I sort of don't buy it... I think definitely down on Ferrari's speed but not much more than that, gut feeling they'll level peg with Merc.
