The important wording that you need to look for, is when a driver becomes 'Classified'. As I said, given all drivers completed sprint qualifying, they are all classified, and the only logical reason would be to use the most competitive session to determine the grid; before any grid penalties.
I think you have to consider that qualifying and spring qualifying are completely separate qualifying sessions and being "classified" in one does not mean you are classified in the other. For example if multiple drivers fail to set a lap in Q1 I don't think they would use their SQ times.
This is clear if you read the line where they write who is considered unclassified, and for them it is a driver that meets that criteria in Q1 or SQ1 (not in both). So obviously you can be classified in SQ1 and then unclassified in Q1.
