I though they'd make their decision based on telemetry data from the cars running on track (I must've read that somewhere), but reading the regulations the specific methodology they'll use is described in "FIA-F1-DOC-096" and I can't find that anywhere online, so idk.

Additional Development and Upgrade Opportunities
Over the first five Competitions of each Championship Season in the 2026-2030 period, the
FIA will monitor the performance of Internal Combustion Engine (ICE) part of all the Power
Units supplied by each PU Manufacturer to its customer Competitors.

For each ICE supplied by the PU Manufacturers, an average power will be calculated. The
methodology to calculate this power can be found in the Appendix to the Regulations.

Any PU Manufacturer whose ICE power is more than 3% below that of the highest ICE power
recorded amongst all the PU Manufacturers will be granted Additional Development and
Upgrade Opportunities (“ADUO”).

PU Manufacturers granted ADUO may implement further upgrades (as described in Article
3.2 of this Appendix) and extend the usage of their PU Test Benches (as described in Article
3.7 of Appendix 1 of the Sporting Regulations).


The FIA reserves the right to:

a. Revoke the ADUO if the performance demonstrated by the PU Manufacturer after the first five Competitions is inconsistent with that measured during the first five Competitions.

b. Take measures, to its absolute discretion, if the resulting upgrades implemented by the PU Manufacturer under the provisions of Article 3.2 of this Appendix give that PU Manufacturer an advantage that is deemed to be unfair in comparison to PU Manufacturers who were not awarded any ADUO. Such measures will be discussed in
good faith with all PU Manufacturers.


Where the methodology actually is:
The regulations refer to a separate FIA internal document, typically labeled something like:
“FIA-F1-DOC-Cxxx – ICE Performance Index Methodology.”

This document defines how the FIA converts telemetry and other data into the “average ICE power” / “ICE Performance Index.”

It is distributed only to:
- the FIA technical department-
- registered PU manufacturers (Mercedes, Ferrari, Honda, Audi, Red Bull Ford, etc.)

It is not published with the regulations.

Yes, also because on the test bench many stresses related to the chassis are not visible.

So if i was Honda i would say they are running full beans on interviews. So they can have the sense of been underperforming and maybe gain more development time.

Stupid i know but it is all about perception 😜

We know Honda is not allowing 100% running/ revs for reliability and vibration issues. I think it is fairly obvious Mercedes are not running at full power either as they don’t want anyone else getting 2 mid season upgrades to the engine. Honda are obviously way off the benchmark and if the rumors are true and it is 50hp down or so then they will get relief in the rules. Is Cadillac getting an engine upgrade? How about Williams? The Ferrari motor looks fine in the other teams as does the Mercedes of course. So I hope the FIA have an engine from each manufacturer running on their own engine dyno, or at the teams facilities. If it is just using telemetry at the track then that seems ridiculous.

Once Kimi had a penalty in the race he magically turned up his pace considerably. I was a bit disappointed that George qualified 2nd in Q3 as I would have loved to see what his true speed would have been from P10. Ferrari are at least 5 tenths off minimum of what Mercedes can do. I think they still have left over sand from the beach in their cars so the rest of the field, except potentially Honda, can”t upgrade their motors. Let’s see in the race how many seconds they are in front and win by. My guess is under 8 seconds to keep it close enough. :-" :-"

Remember that in Australia ALO said; "vibrations are not our biggest problem" (i think he meant Power was).

Engine is still about 70-100hp down like in Melbourne, but we got full power on the mguk. Battery is also limited due to spares so its not charging as quickly as it can and well about 10 kg of the makeshift vibration stuff. After all this fixes if it works in Suzuka the car will still be about 20-hp down, but it might be 50hp if they have to limit stuff due to reliability in which case should be where the Red Bull's are currently.

Well this quote vaguely implies that the they will measure it after five races:

But, unless leaks the mentioned document we won't know for sure.

Also, they provide a PU for the FIA for homologation, don't they? I guess they can run that.

I hope these are statements made to try to gain concessions, because a situation like this would be embarrassing for Honda.


However, no one noticed that in Q1 Alonso came out with a delay of 2.0 seconds, compared to 2.4 in Melbourne (a less favourable track by the way)

The bar is set pretty low considering that we're at the second race of the season. I think they need to have bolder goals.
At least they should aim for full power for Suzuka, whatever that may turn out to be.
