If there's some slightly higher res pictures we might be able to spot if they are using the same diffuser expansion trick as Williams.

They tested this floor on Friday, but unscrewed it again before Saturday, because it turned out not to function properly.

There was no official statement or quotes from anyone on this floor. That it did not work properly is just projection from motorsport journalists.

It might also be they wanted to test it and have a bigger floor and diffuser update in Portimao.

There's no choice, RBR and Merc will both be developing their cars all the way through France. The lead time would put France as the latest date to introduce any aero updates, and not completely cripple your chances at next year.

Updates have a manufacutirng lead time. This is stuff that is already designed and tested and has been approved for manufacturing shouldnt bother the development work that much. Any unusual discrepancies on the track might just have to be manually tweaked to work as best as possible. With that in mind I think we will be seeing updates coming to the leading teams up until Suzuka.

Not to mention, the press blows all of it out of proportion. All the top teams will be developing their cars all year long. It's just that as they get closer to the end of the year they'll only be developing things that they know they can directly carry over to next year.
