I tried to grab a screenshot of what was the most egregious positioning, i.e. when he was the most to the right. It's tough to definitively say his left tyres are off the white paint. Well equal treatment for teammates fixes that, and a strong ferrari with a rocket engine that can lead halfway through the season does as well, and a few technical regs like no qualy engine modes and floor edge cuts, anti fric rules, to to neuter the strong points. I could be wrong, but it may not apply on the start finish straight or other paved straights for that matter, there's really no lap time advantage by driving to the sides on a straight. He's allowed to try two push laps at a time. Technically he didn't do anything wrong. And after T1 he realised that he already lost too much time so he gave up his lap.

We all know obviously that he wasn't really going for another push lap, but I don't see how they could penalise him for that since technically he did nothing wrong.
If Norris was more careful into 3 the lead falls on his lap.
