Not that simple I'm afraid. First of all cars understeer in medium & high speed corners not low speed. For the latter you need mechanical grip as aero is not as significantly influential. Barcelona is also a high df track and the RW used was actually one of the least draggy, hence the s1 performance. I reckon they're just trying different aero setups in new vs old to more accurately assess each element's impact.
