Once the vibration issues were resolved in Miami and the power was turned up, the max output (most relevant to Qualifying) of Honda, along with Audi, wasn't far off of Ferrari. Ferrari, Audi, and Honda are believed to be closer in max output than RBPT/Red Bull Ford are to Mercedes.
The Aston + Honda combo does seem to have a regen shortcoming that impacts them over race distance (along with tyre wear, etc.) but hopefully the upcoming gearbox revisions can help with that.

If you watch the video around here. Someone took the time to find sections of track where all teams where out of battery. They are miles away on power from Audi and Ferrari. Because of the deployment rules in Monaco the ICE deficit is exposed even more clearly. The track is dangerous through that corner with pieces of asphalt getting stuck on tyres.
