I don't know what to think about the extra hour, but the extra 10 minutes are fully understandable. TV programs in the US begin on the hour or on the half hour. In cases where it was not deemed attractive enough to have a 30-minute pre-show, the race sometimes would be shown on a 10-minute delay basis while tricking the audience into believing it was live.
Just as I thought. The TV programs start at the top of the hour, which means that we get to see just 10 minutes of pre-race show. They'll probably fit two commercial breaks into that 10-minute slot.
