That was because of the wind. That's also why Norris didn't put a lap together until the very end and probably why Piastri dropped it too.
I'd say Norris and Piastri put their laps together in Q3 on the first run - they were P1 and P2. On second run due to track evolution it looks like Norris nailed his lap again, Verstappen did well as well while Piastri lost out early and probably pushed too hard in the remainder of the lap that made it even worse.
Verstappen was not too positive after the qualifying. IIRC he said that this type of oversteer into understeer is what they have to get used to now (as it happens each race).
