They can pit straight away when the race starts again if they need to.

EDIT - if it was dry and then wet, then allow them to change. But where it’s like for like it should not be allowed.

I just gave an example. You'd send the whole grid out on slicks if it started raining during a red flag and hope for the best? Just to favour a few who pitted before?

100%. What if it was dry and there was a crash where the barrier needed repairing, 2 hours later the tracks wet. Send them all out on slicks?
Completely different scenario. Different weather conditions are a different story.
If i would get the money to start my own F1 team, i would revive Arrows

So if it's dry to wet red flag they should go out on slicks? That's dangerous and completely unnecessary.

It's also unfair because if you've extended to go long and someone causes a red flag suddenly the field is compressed and you can't even change tyres, so you have to go out on the same old tyres, box a few laps later, and end up last. The way they do it now is the better solution, albeit not perfect of course.

Every racing series other than F1 bans working on a car during a red flag because it’d ridiculous to allow it.

This comes up time and time again.

Ocon was extending the gap on Verstappen before the SC, on similar tires.

So change the rules unless it suits? You either allow it or stop it completely.

Apparently marshals pushed hulk which allowed him to get unstuck., so that explains the black flag.

Actually they bring the SC before the crashes. A driver ­who lost the car under SC is hardly there fault.
