They do drive on the track. The track is defined as all area in which you can have some part of tyre touching the white line.
Sorry...You're wrong..The track as defined by the FIA is between the white lines.

The FIA define it as having any part of your car in contact with the white lines or the tarmac between them.
And further to that, some discretion is given per track isnt' it. Wasn't there several cases where the cars were clearly 4 wheels off the track but were given approval for that corner?

Yeah at Monza they run all four wheels off track at the Variante Ascari, but the FIA let them do it because they have for so long, the system is track specific, and I imagine the drivers are told beforehand what they can and can't get away with
