Nevertheless, if attached by bolts, those need to be the weakest link

So the substrate would have to be more rigid than the bolts

Only if you could, somehow, create a gap and have some elasticity on the part of the bolt that lays on that gap

But, most probably, bolts materials are also regulated

“If used to attach a skid to the car....” Apply to whether or not the wording intends to imply “car” as chassis or any part of the car (i.e. plank) as “car.” If plank is car, then the bolts could be stronger than a locally compliant part of the car known as the plank. Otherwise it would force the skids to be bolted to the chassis with or without sandwiching the plank in the expected manner.

I've asked about how could FIA prevent the floor not no bend/flex under a certain increased load in the same manner as the FW and RW are flexing now... is the TD039 related to this matter?
