Logistically it shouldn't be a problem since Hungary and Germany are very close (relatively speaking) with each-other. I am just assuming that parts are not ready/produced yet. Either way, their upgrade at Silverstone was substantial, with a change in bargeboard philosophy and a floor tweak. If they got valuable data from the last race they can probably extract more from it in the upcoming races.
Point is there aren't many high-medium speed corners to make up for time lost at low speeds which wasn't the focus of those upgrades. But it's probably wise regardless; no need to get overwhelmed by new parts without adequately understanding current ones first. It's an issue we've seen effecting many teams including Renault as recent as France & Austria.
