We can see in the S3 that he stepped off the throttle a little compared VER who stays full throttle. Not sure if he was being conservative, but the instability of the car forced to leave the throttle a little to avoid losing the car or avoiding snaps.
I think maybe, as you say, it is time to just put this to bed. The truth is, we don't know if he has declined because of age, there is no objective way for us to know. It's all unsubstantiated speculation. What is clear is he is still operating at a very high level. Unfortunately, people can only seem to think of things in binary ways, he is probably a different driver to earlier in this career because he has probably had to adapt. Much like other sports people adapt their game as they get older.

We now have almost two full seasons each with Alonso and Vettel facing the same teammate in the same team to compare and I think the difference is more than clear...

Vettel never won a single race starting from lower than 3rd od the grid.
He is the worst champion ever and a 4 time fraud.
