I'm sure there are many lower formulae teams who think that way, but yet we see none of them in F1. Actually we don't see any new teams wanting to enter the sport. It's just too damn expensive and risky for new teams to come along. And if you don't get some serious financial support, you need to compromise and then you can end up into a similar situation where HRT is now. The sport is not financially sustainable for many of the teams, and even Bernie has voiced his concer over this.
And prequalifying would be a bad idea imo. What major company would like to sponsor a team, which cars might not be seen on the track after friday morning? Not exactly the kind of visibility they would seek. And that would then make it even harder for the backmarkers.
