My guess is he wants the third year of this project to be powerful and reliable enough to fight with the front end of the customer field and be making enough inroads on the manufacturer field to maybe grab a sneaky podium under the right conditions. It's not an unreasonable ask. Also, he's probably right, there seem to be flaws in Honda's methodology. This has been brought up by someone who is allegedly an insider.
