That was my understanding too; that as of the start of last season, teams had a choice between the old LED display and the new LCD/OLED display, with the steering wheel's design (shape, size etc) still being done by the teams, using one of the two options for all the electronics and the display.
If this is the case, I have a feeling that the nature of the panel is simply being reported incorrectly by the media, which wouldn't be surprising, given the general confusion surrounding display technologies (thanks in no small part to the disingenuous marketing of LCD TVs as 'LED TVs'), as well as the (incorrect) use of "LCD screen" to describe any small, flat-panel display.
Mercedes are the only team I have noticed listing the specifications of the steering wheel display on their website (cards on the table, the only other team websites I've checked are Red Bull and McLaren

) and specifically describe the panel as OLED. I suppose this could be a mistake, or something that was put together before the spec was locked down for last year.
This is the kind of thing one have like to see covered and easy to find on f1.com video/article (as well as the steering wheel display specifications listed by each team, depending on which option they chose).

8.6.1 Any electronic modules used for driver information displays and switch inputs must be supplied by an FIA designated supplier to a specification determined by the FIA and be suitably housed by each team.
