News reports that str want to drop one of their drivers (Hartley) for a McLaren young driver (Lando Norris). This is totally non engine related except that it points to STR thinking their car is going to outperform the driver soon.

TL;DR STR think their car will be much more competitive soon.

Hartley has so far taken:

2 × ICE
3 × MGU-H
3 x TC
2 x MGU-K
2 × ES
2 x CE

My understanding is that he will get the penalty for the MGU-H and TC. Any idea what the penalty will be?

To keep in mind though is that for the ICE, MGU-H and TC, he will still have 2 elements in his pool.
