No they didn't! They are currently working on one, it has not been submitted to FIA yet. The Lotus system has been ok'ed by Charlie Whiting,NOT the full FIA. No the info didn't come from Peter Windsor, it came from Williams Chief Engineer Dr. Mark Gillan. There is a big difference. When he told Peter he said he had just received the technical directive as he was coming into the interview. There is nothing on FIA site, no technical press release etc. And on the official F1 site, they are even going to the trouble to explain exactly how it works.
As I said before, this system could still turn out as a blind alley, anyway. Just like the FEE last year.
