Just let them run with 5 engines (per season per driver) anyway then, they have taken into account for it in their annual budget already. so STUPID rule

Didn't RBR look rather ordinary at Hungary? Alonso passed Verstappen in the dry and for position. That's why I shrug at all this talk about PU upgrades. It doesn't mean squat if you don't get everything else PERFECT.
As for the 3 PU rule. Don't sweat it. It's the same for everyone regardless if the rule says 3 or 5 PUs. They either all take penalties or none do. What's the difference to you?
What is probably different is that the contract teams sign with the PU supplier is probably now for 3 PUs. You probably have to pay more for #4. I don't know that for certain. What is certain though, is that in 2022 if RBR are building thier own PU, they'll have to pay for the parts to make up that 4th PU.
