It's to increase mass flow into the diffuser. Most venturi tunnels have the tunnel and an air jet that blows towards the outlet. The strakes create high pressure high energy outwashed air, might as well shove it into the diffuser expansion to aid suction through the throat and aid flow attachment. In a way being more efficient with that high energy air that would otherwise be wasted as outwash.

It's digital angle meter, they use it to determine the angle of attack
