Yes, but I think Renault was already going into that concept before. In 2019/2020 Renault upgraded their engine but the RS19/20 was really low drag. Their best result in 2019 was Monza (4th and 5th). In 2020 they were also very fast on S1 and S3 at Spa which was also their best result

Agreed. I think they went with a low downforce concept for one or both of the Silverstone races in 2020 too.

I think seeing how the RB18 performs make them think it can be effective.
Given the fact that the DRS is less powerful this year it's good for defending. On the overtaking side, if you can follow on race pace you will be able to overtake on a track like Baku with this top speed advantage even at 0.7 sec behind.
If the qualy pace can be good tomorrow they can be something big in the race.
