Probably, as long as it's in the combustion chamber its ok. Smart move by Honda to keep investing in this sort of energy recovery after the 2020 TD banned their way of doing it at that time. They somehow managed to change it to have legal extra ERS recovery/deployment over the competition. They were already a bit better on ERS in qualy than Merc early last year. But Merc seems to have lost something going from late last year to this year.

It might not be possible depending on the chassis architecture. It's not only a raised floor edge but some change in the diffuser area which might require gearbox design changes.

Could be. But in the end, it's business, and being ahead of the curve, especially when new regulations kick in, is well worth a fine.

Seems like a no-brainer to me as well, but the reason I think Redbull is over the budget by 4m is that they didn't want Silverstone and Hungary crashes to affect their development for 2022.

Of course they were above the limit. They had two chassis destroyed by Mercedes, and now they complain about RB. Such hypocrisy with that team....

My quick and dirty transcript on Christian Horner's view on Red Bull Racing's 2021 budget submission, it may be a little inaccurate!

Simon Lazenby (looking dour): Been a bit of noise up and down the paddock about the forensic accountants. Aware of any breaches?

Christian Horner (looking smug): Certainly not aware of any (breaches). Accounts were all submitted back in March, they are rightly following that process. Mid next week is when they will declare their results. Our submission was below the cap. It's down to the FIA to follow their process.

Martin Brundle: And the new regulations?

Christian Horner: Inevitably, it's a brand new set of regulations with new components and costing. We're working with the FIA on that. I've heard the rumours of major breaches. I'm certainly not aware of that.

Naomi Schiff: Clarifications?

Christian Horner: Clarifications are coming even after the submissions were made. It's an immature process but the FIA have been doing the best they can.

Simon Lazenby: Confident you are under the cap?

Christian Horner: We are very confident in our submission.

Horner notes the budget costing submitted was within the cap, the question would be if the FIA's forensic accountants agree with the RBR accounts.
