Ducati, Aprilla and KTM. I think this side fairing design will be standard this season.
Ground effect ? Hard to determine based on a photo. To me it seems more to clean up airflow, similar to what trucks have on the side of the front.
The teams are bringing slab sided lower fairings and they surely are developed to enahnce that ground effect.

The Ducati "ears" I would agree are used to massage the flow but the other bikes are all moving towards a fat belly with flat sides.
Have also seen some S Duct blags on the Aprilia - exits on the upper fairing ether side of screen - perhaps to allow for the flow to be manupulated over the rider's back.

Yes - exactly that they are looking to encourage the downforce at high lean.
