I believe the former. Aggressive development to close the gap to the top.
I would say 2/3rds is a good figure for a team with a strong level of development. Side pod, front wing, rear wing, floor is basically two thirds of the car already if not more.
It all depends on wind tunnel / track correlation. If they have the right concept to start with AND correlation is outstanding, they can allocate their development budget to the right places. The development race has also become a efficiency race. Maybe it's just because they're going through the shake downs in cooler climates or cooler days. Until you see them on the track at the same time with a common goal, It's hard to judge cooling needs.

Vanja and a few others were having discussions recently that you could have something like this..
We should probably calculate effective area of the gills on the sidepods from Ferrari without canon exit, and effective area of canon exit on other teams. I doubt that for example Ferrari needs that much cooling.
