The way to confirm it is if Alfa Romeo bring an update blowing out the engine cover in that area to prevent/dissuade the inwash like RB did at Spa last year.

I never noticed how heavily raked Alfas front upper wishbone was. this actually makes me think that the reason that Red Bull is doing this is aero dynamic in nature, and not related to suspension geometry.

Not really, both of those appendages improve the flow above the floor to avoid leading edge separation. Consequently, flow improvements to sidepod inlet is also likely for Sauber's car.
