We don't know what RB could have done last year since the Ferrari retired.The first laps on high fuel with soft tires are very delicately driven. You take the easy overtake if you can get it, but you don't ruin the tires on high fuel chasing an overtake that can come with strategy, or at worst, pushing on lower fuel.
