That is what Helmut Marko claimed, speaking to F1-Insider, he said: “It seems [Toto] Wolff has no confidence that his own people can solve the problems with the Mercedes.”
The attempts to sign Newey by Mercedes definitely points to desperation in Mercedes. It's not a good sign for them and on the other hand, securing Newey's services at Red Bull points to continued domination.
All teams try to get the best people on board. Nothing new there. Red Bull themselves, after all, "poached" a good number of staff from Mercedes and others.

The difference is that other teams don't run their mouths off about it like Marko does.

Red Bull so far has hired people from Mercedes for their new engine division Bricksworth, which is understandable as they have no experience there. But it's not the same of Mercedes. They have had attrition in their mid to lower ranks at Brackley, but the core is supposedly intact. The recent struggles and inability to solve the issues have probably left them desperate than ever before. Toto has been a good match for Marko in recent years.

It's a nothing news piece that has generated a bunch of discussion because:
1. Marko is spouting off about it even though he doesn't need to
2. Plenty of people don't like Mercedes/Toto and lap it up
3. It makes Red Bull look good as long as they don't mention all the people they have also poached in the very recent past.

It's just PR. Ignore it.

.
Is that so? Here just two examples before Helmut Marko said it:
.
Announcement: Dan Fallows will join Aston Martin on 2 April 2022 – until then, he remains a Red Bull Technology employee.
Dan has been with Red Bull since 2006, most recently as Chief Engineer – Aerodynamics.

Martin Whitmarsh, Group Chief Executive Officer of Aston Martin Performance Technologies: "We are pleased to have reached an agreement with Red Bull which releases Dan early from his contract and are looking forward to him joining the team."
.
McLaren confirmed the signing of highly-respected technical guru Key ahead of last month's Hungarian GP,
though Toro Rosso insisted the Englishman had a contract, believed to be until 2020, to respect.

Red Bull advisor Helmut Marko even said Key would not leave the junior team "for a very long time"
after claiming McLaren jumped the gun with their announcement.

With a clean sheet RB produced the RB18 and Merc produced the Quasimodomobile. The proof is in the pudding. Merc with +400k £ would still have produced the Quasimodomobile, although they'd have spent +400k £ more on it.

Whitmarsh's comment is absolutely standard stuff - nothing negative said about Red Bull. Compare to Marko's comment about Toto/Mercedes. Entirely different, see?

Not that we need them....but is there any rumours of upgrades coming to Imola? Ferrari reckon 3-4 tenths, Merc coming with a different car reportedly...

From memory, we haven't really had any significant upgrades have we?

RedBull had a significant upgrade package (floor and sidepod) in Baku.

Ahh yes, forgot about the revised sidepod intake.

Is there a timeline of updates that have been brought so far? Would be interesting to compare it to others.

Minor looking does not mean with minor effect, especially when it’s the floor we’re talking about. Floor edge treatment seems to be of particularly high value for RedBull.

As far as I can remember this upgrade package was reported to be quite a step forward. RedBull’s aim for this season are less frequent, but more significant upgrades, due to the penalty.

If I remember correctly, the Baku upgrade was reportedly worth 3 tenths.
I think they said it was 0.15s in Baku, but they could not dial it in perfectly due to sprint format. Then they hoped they could unlock the remaining 0.15s in Miami.
Judging by how the race went in Florida, they managed to do that, and maybe more.
