The obvious take for me, is that McLaren have in recent years always gone well at Austria. It seems to be the one track, especially where Norris does well. I think they'll be back in the midfield next weekend.

A correlation between car itself and a single track, or says more about the team or driver understanding one track better than other tracks and can therefor set up better.
I totally agree with this. It's a one-off rather than a trend after their upgrades.
It's a sprint weekend and AMR have had only a few dry sessions since their big upgrade package & are still understanding it. High-speed has never been their strength either of which there are many corners at Austria. With some dry weekends and more understanding AMR will resurge IMO.
Mercedes always gets flattered in Spain, now that the final chicane is gone (thank lord) it might be even more so.

Added to that the fact McLaren say this is only half of the overall package, I think the step they're making towards the sharp end of the grid might be genuine. We will have some answers in less than a week...
