I think they are not as stiffly sprung as some other teams because they don't have as much downforce to worry about. Softer suspension usually provides better traction.
Judging by how the car jumps around that’s not really what is happening, especially compared to red bull in my opinion. F1TV kept replaying Ferrari on the bumps to show the track was bumpy.
But curiously Leclerc said after the session that their package made him feel confident over the bumps especially in the high speed.
That does correlate to the suspension/tire setup being particularly supple compared to others.
In theory the "jounciness" the car can also be related to underdamping of a soft suspension and when I say "soft" it's still bone chattering stiff in absolute terms, but I mean relative to the other cars.
It doesn't turn.
