That part of the track isn't the pit lane. Pit lane ends after the line at the traffic light at the end.
That part (between the pit lane exit and the SC2 line) is considered part of the racing track, and as such, overtaking is perfectly legal. Vettel famously overtook two cars (entering the pits) during the 2016 Chinese GP. At the time, there was a safety car out, but the two cars forgot that no overtaking doesn't apply when entering or leaving the pits.
