He needs to keep the car on track - anyone can "punish" driver on the outside if they don't stop in time for the corner.

It should be either be giving the place back, a drive through penalty or 10 second stop/go penalty for an overtake
like that depending if it causes the other driver to crash or pick up damage. I guess the 5 second penalty might cost Verstappen during the pit stops if the pit stop isn't slick.
