The reason I say it is because I estimate something like 7 tenths improvement from Bahrain '23 to AD '23, and perhaps another 7 tenths improvement with the new cars. These 7 tenths estimates are also conservative in my opinion considering that 1 of RB's upgrades last season was already worth 4 tenths from Baku onwards.

So you end with a ~1.4 second improvement total and with the 1.29.7 pole from Verstappen last year, you get a low 1.28 laptime and that's still being on the conservative side.
