They explained it on viaplay that all cars need to be through the first sector to establish an order. Not so much finishing 1 lap. But not all cars did ofcourse.
as I mentioned above, in the past they have also used mini sectors for this, and "the order will be taken at the last point at which it was possible to determine the position of all cars" would still allow this.

Everyone but Zhou had completed S1 before the red flag btw. So they probably didn't use it because he was stcuk behind the crash

Wondering if it will count as running two compounds when the first sector wasn't even completed, hopefully not or the only exciting aspect of the race is gone.

Perez and Magnussen share the blame on this one. Magnussen does though have more blame on him, but I dont think Perez is totally innocent in this situation. It does look like Perez is looking in his right mirror the entire time going up from turn one. It almost look like he expects the HAAS (Magnussen) to ease off, but he doesnt and there is a crash. There is a little bit of a squeeze and Magnussen should back down. But there is an argument for a little squeeze from Perez, espescially with how the barrier cuts in later on the "straight". So.. I dont really mind a "racing incident" situation on this one.

Should have forced same compound for restart IMO since they're effectively restarting the race, albeit one lap less.

Hamilton saying I tokd you to Bonno. I think it's about the fact that there was an early SC so he shouldn't have started on the harder tyre.

Now top 4 will pace themselves and do high 25s until lap 60 or so.

There is nothing in the rules that says the lap has to be completed, just a race order has to be established which it appears it has been.

As Sevach pointed out, there have been other situations where the racing order has been established via sectors.

If the situation was reversed would you still be singing the same tune?

Actually they used minisectors as we can se Stroll restarted ahead of Ricciardo.

By the way, funny thing from the rule book. In a race, a pit stop is not necessary, only a tyre change.
