It could just be because of the 2016 politics by the Sainz camp and even after that Red Bull observing more politics at Ferrari (Sainz and/or sponsors attempting to get the car adjusted to have more understeer in 2022, with Sainz maneuvering to be able to beat Leclerc), that Sainz's Red Bull chance is gone unfortunately.

RBR need to bite the bullet and sign Sainz. Id rather have Bottas than Perez at the minute. Now its getting closer, they need to seriously consider the 2nd driver so they can work as a team and fight for WCC rather than Max being single handily scoring 90% of the points.
However, sources with good knowledge of the situation insist that the squad believes that Perez is the best candidate available right now that can work alongside the world champion.
With Red Bull not believed to be considering promoting Yuki Tsunoda from RB, and with it understood to have told Carlos Sainz that he is not a candidate, all the indications are that the team is set on keeping Perez on board.
Equally he does not cause political issues within the squad and he ensures a comfortable working environment for his team-mate.
Max is already under pressure, now the car advantage has disappeared. He won’t want a teammate adding more pressure, so this is no surprise.

I wouldn't be in Horner's place right now. On one hand, Perez is a known quantity, on the other he's on another slump it seems. I would have said it’s disappointing for the fans/sport, but we could now be past that point of RB domination during this reg, and Perez staying at RB and being uncompetitive, actually doesn’t matter anymore. The fight is coming from elsewhere now.
Lawson deserve a seat indeed. But Yuki is good and will not go to RBR and they want to keep RIC for some reasons.
