According to Leclerc and the stewards as well, he didn't do it on purpose. This situation is not even remotely close to what happened in Baku so i struggle to see the comparison here.
If you read the stewards report they say that whether it was deliberate was not considered. They assume that Charles simply misplaced his car. So one of the best drivers in the world accidentally does this driving miles off the racing line and braking 100m early for the corner
This statement from the steward means that you can deliberately crash into rivals and if it's not dangerous, it's only deemed worthy of a reprimand. So erratic driving like brake checks at low speed (or what Seb did) are A-OKIrrespective of any possible intent, the stewards consider the move ... whilst not being dangerous, to be erratic"
