Why was Austria expected to be better for the SF-24 compared to Spain? Is it because they didn't anticipate the bouncing to occur at these speeds and so they expected the car to be easier to handle?

Thin air -> less downforce -> porpoising less likely to be triggered. In past porpoising has been seen the most when high downforce is run. Low speed and medium speed corners were pretty good for Ferrari earlier in the season. Austria has high temps and rough asphalt which should hide some of Ferrari's tyre issues. And quite a bit of time to be made in heavy braking zones into the slow speed

Why did they ask them to LICO? Underfuel at the start? Brake temperature?

Suffering in the high-speed corners continued, Sainz was getting close to Georges in drs, and then lost everything in 6-7 and 9-10.
Not surprising, in the quali was the same, the rivals as on rails, and our struggling with the car.
Well, probably they will change something in the settings, lets see what happens in the end.

Still some isue with traction out of the turn 1 and 3, but high speed corner are bad. Simply lose the front of the car and went wide

Leclerc's start was fantastic but that's pretty much where the positives end for me. Neither driver sounded happy with the car at all. Even though 3 positions were gained, this sprint looked more like a loss. We've been repeatedly told that the car will be better in race pace or that the next track will be better, but that just isn't the case. Maybe the raw pace is fine but they're not going to be able to take true advantage of it if the car itself is unstable and constantly having brake temperature issues.

It did make me laugh when Sainz said on the radio "tell me something I can do that's not LICO for once". :P

This looks really bad, not gonna lie.

Edit: Leclerc said is going to try something extreme in terms of setup because they are just slow right now.

Charles said there is no miracle solution, he will likely try a more extreme setup just to try something.

So where have Ferrari landed up ? Is it a case of :

tunnel heights lowered to get more DF from floor -> oh s**t, porpoising in high-speed is back -> have to increase ride height -> oh s**t we lost downforce -> we need more front and rear wings -> well, we are draggier than the other three.

Is that the right summary ?
