The best thing the FIA can do is apply the rules fairly. Otherwise, expect to see more crashes.
As far as the FIA are concerned, Norris got a 5 second penalty for track limits and Max got a 10 second penalty, job done. No team in their right mind would put drivers at risk to take another driver out. McLaren will just have to use both drivers to hustle Max into a mistake or keep him behind long enough to let the other McLaren driver to build up a healthy lead.Even better. What's stopping Mclaren apart from the moral high ground to use Oscar as a kamikaze against Max since most of them are racing incidents or 10 secs at most.
Anyway Norris and McLaren are on a steep learning curve going up against Red Bull, they are too far behind in both championships to beat RBR (unless something happens), but it should put them in a good place should they have the car to challenge for title next season and in '26. I think that's what people forget, this is a new version of McLaren that has a winning heritage but is relearning what it takes to win.
