I don't think 'alone' is defined anywhere in the rules. This is a very difficult situation as there is always bias (real or perceived) as a good steward would have experience of the spirt but the sport is so expensive there is always a past association. Even people like Mark Webber, David Coulthard, Damon Hill, Jenson Button have a foot still in their home camp.
We need too either allow the system to go wild (bumper cars), have arbitars, or apply AI or some other algorithm to make the decisions.
